It's weird that by now Blizz doesn't seem to have some system in place that checks the actualy drop rates with the intended ones. After all this is not the first time something like that happened.
Really bad handling of the subject, if it was a bug on their side, they should err on the side of overcompensating rather than undercompensating. My friend DH wrote a ticket, got a big fat nope, even though it's one of the 2 BIS residuum shoulders for havoc. Either refund / reroll or that specific item granted would be fine. If you are I dunno let's say druid of random spec and these shoulders are second worst or w/e, ok, fine, they could give you these shoulders and you'd be stuck with crappy piece instead. So not worth trying to pretend you wanted them. But for any class where the bugged "missing" item was a target piece, they should refund imo. Yeah, DHs can get shoulders from the raid as well, and spriests cannot, but the game isn't only for raiders. That's shouldn't be a point of decision "oh you can get good piece somewhere else, so suffer the consequences of our bug because they aren't as dire as for someone else".
Agreed, especially since there are more aspects to this game than just raiding.Mythic+ and PvP are two areas of the game in which these pieces could've been actively sought after by other specs. Mentioned it earlier, but for PvP those shoulders are considered by many to be BiS for PvP for WW. Do we not refund the slot because it doesn't impact raiding? Or do we refund it because its actively sought after in an aspect of the game that people could be rolling on the piece for?There is no easy solution to the problem, but the result should lean towards helping the consumer if possible. As if you were to draw the line towards raiding specifically then you're basically just throwing up a big ol' middle finger to players who primarily play the game in other areas of the game.
The Mantle of Fastidious Machinations is the Best in Slot shoulders for Windwalker Monks from both a Raid PvE AND PvP Perspective. Open Palm Strikes and Glory of the Dawn are our two best single target traits, and Impassive Visage is by far the best inner trait for PvP. I've submitted tickets and discussed this issue with multiple GMs. They state that for shadow priests, it was their "best in slot" shoulderpiece, which is why all Priests (not just shadow priests btw), were given the option to refund their shoulders. On top of this, I know priests who were refunded their Residuum AND they kept the 445 piece they rolled! Even one of my MAGE friends was given a residuum refund as well. At this point, GMs are stating that their new policy of only refunding priests is "a decision made by the development team".The double standard set by Blizzard here is just appalling. Submit tickets and make noise on the WoW forums, with enough people complaining about this issue, I have hope that things will be made right.
The reality is they played a very clear case of favoritism towards Priests. Years of time put into this game, this clear favoritism is what caused my to unsub, I've been considering it almost all of BFA, but this pushed me over with my anger towards Blizzard. I hope others follow the same and stop supporting a company that's going to play favorites when, in their own words, "everyone pays the same Sub fee and should be treated equally".
If the developer screws up and leaves something off of a loot table that requires currency to purchase, they should refund the cost of that purchase. It’s literally that simple. It doesn’t matter if the item was garbage or not. Someone rolled for something and the devs screwed up and made it unobtainable. This argument from Blizz smacks of Activision bull*!@#.

I am a leather wearer, I rolled 2 of the possible WORST shoulder pieces before rolling a decent third. I tried to argue that the pieces I got where bad and the chance of getting something higher would have helped, that you cannot really say anything when you are not offering the full package.GM answered that the leather piece is not BiS. But I have always wondered, who decides what is BiS? It may not sim the highest for my class in a raid boss situation, but that does not mean that they should not be refunding me the 2 pieces of crap I purchased when there was less chance of getting a better piece.
I'm glad they're addressing the situation and everyone that's upset that their class didn't get free stuff won't care in ~2 weeks so the comments here are hilarious.
