Should've run with Bates' 2nd idea, where Nathanos is merc'd but resurrected by a Val'kyr. That's how you could really sell the strength of Night Warrior Tyrande.
I still think that rising as a Forsaken is a fishy process. It is good that most of the night elves refuse to be ressurected. From lore perspective Blizzard can explain it.Originally night elves were immune to both a plauge and raising thanks to the blessing of Alexstrasza. Before Cataclysm Teldrassil also was blessed by her thus granting the night elves same boons. Now Teldrassil is gone so the Night elves cannot rely on this immunity. But I suppose that Blizzard firstly burned the World Tree and thoughts about implications in lore came later.

Love to see the sultry and salty eyes of some people. Joke aside: Night Elves willing to be raised are the one who lost faith on elune and Mr & Mrs Tyrande. They're not going to wield the horde flag and yell FOR THE HORDE, rather they want a second chance to take revenge on the people (or deity?) who failed them.
I assume the base need/want of all living things is to escape death so perhaps they took the offer.
Some would see it as Tyrande forsaking them, as Elune herself forsaking them.
